Why are so many of these bags bigger than most carry on limits and a few outrageously so? Do you not get that 22″x14″x9″ overall dimensions, not internal or minus the wheels, is the biggest overall that most every airline allows?

All of the luggage on this list are marketed as carry-on luggage. Two thirds of this list are 22″x14″x9″ or under and the rest are an inch or so larger. While domestic airlines have tighter restrictions, International carry-on restrictions can be more forgiving with the luggage sizes.
As stated in the article it is best to check with your individual airline before flying.

Are you meaning you’re hoping to place the carry-on luggage under your seat as opposed to the overhead bin? Which dimensions are you referring to when you say 15 inches?
If you are sitting in Economy class, The space under the aisle seat is 13″ wide; the space under the middle seat is 17″ wide, and the space under the window seat is 18″ wide at the floor. All three spaces are about 19″ deep and about 9″ high.
So if your luggage fits those dimensions then yes it will fit under the seat. Thanks for reading!

Just to add to that, personal items that fit under the seat in front of you, such as a shoulder bag, purse, laptop bag, or other small item, should be no larger than 9 inches x 10 inches x 17 inches to meet United’s personal item luggage restrictions.

Hi Vicki, if your roller bag falls within the size limit for the airline you choose to fly with, then yes, it can be placed in the overhead bin. You’ll find many travelers choose a roller bag as their carry-on.
